Collective Bargaining Agreements in Washington State
Teacher quality is often cited as the most important schooling factor influencing student success. Thus, policy makers wishing to improve educational achievement should focus on the importance of collective bargaining agreement (CBA) provisions, which often influence every facet of teacher governance—from hiring and compensation to grievance and termination.
CEDR has collected and analyzed all of Washington state's district CBAs in order to understand the relationship between CBAs and
- the quality of teachers newly hired into districts,
- the flow of teacher quality within districts, and
- the attrition of teacher quality from districts
